Regression : Blink of Two Scrollbars is seen on chrome://md-settings page on enabling Toogle device toolbar

Version:  54.0.2796.2
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome -> Go to chrome://md-settings page
(2)Now Press F12 to open DevTools -> Now Enable 'Toogle device toolbar' Option and close DevTools 
(3)Now again open DevTools and observe(Please refer Video and Screenshot)

Expected: Blink of Two Horizontal Scrollbars should not be seen 
Actual: Instead Blink of Two Horizontal Scrollbars is seen 

This is Regression Issue Broken in M-53

Manual good and Bad Builds:
