[FR] - Allow to arrange the applications in the launcher with folders when sync is disabled |

Issue descriptionHi, I noticed that when the apps & extensions sync is disabled, I'm not able to sort the applications with folders in the launcher. It would be nice to be able to sort the launcher properly even with sync disabled.
