OS: Linux, I didn't verify it on other OS.

What steps will reproduce the problem?
(1) Open https://www.khronos.org/registry/webgl/sdk/tests/webgl-conformance-tests.html?version=1.0.4
(2) Click a link and a page will be opened in another tab.
(3) Start inspecting the second tab with inspector, then go back to the first tab
(4) You cann't scroll in the first tab.

What is the expected output?
You can scroll in the first tab.

What do you see instead?
The first tab hangs until I close the second tab.
