Regression: Readings of 'Timeline-Start Time' drop-down is misaligned in network section of Devtools.

Issue description

Chrome Version:54.0.2794.0 (Official Build)02e8e6a146a2a17dcd8950b783130d5937ce87dd-refs/heads/master@{#404734} 32/64 Bit. 
OS:Windows(7,8,10),Mac(10.10.5, 10.11.4),Linux(14.04 LTS)

Steps:
1.Launch chrome,open NTP and open Devtools.
2.Click on Network tab,click on 'capture screenshot' and press F5.
3.Observe near 'Timeline-Start Time' dropdown.

Actual: Readings of 'Timeline-Start Time' drop-down is misaligned. 
Expected: Readings of 'Timeline-Start Time' drop-down should be properly aligned. 

This is a regression issue, broken in M-54 series, below is bisect info.

Good build:54.0.2790.0
Bad build: 54.0.2791.0

[Devtools] Fixed minor regression with network log view padding

This fixes a regression caused from
https://codereview.chromium.org/2118663002 where it would always show
the padding designed for "Large View" in the spacers of timeline.
