Regression : Focus stays on More Actions Icon in Chrome://history page

Version: 54.0.2795.0
OS: Ubuntu 14.04

Pre-condition:  Enable Material Design history flag from chrome://flags.

What steps will reproduce the problem?
(1)Launch chrome -> Create some History
(2)Now go to chrome://history page -> Click on 'More Actions' Icon -> select Remove from History option and observe (Please refer Video)


Expected: Focus should not be seen on More Actions Icon 
Actual:  Instead Focus is seen

This is Regression Issue broken in M-54

This is actually consistent with the non-material chrome://history page, so I'm going to call this Working As Intended.
