Audio dropped after call upgrade

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.103 Safari/537.36

Steps to reproduce the problem:
1. Establish a webrtc audio call User B from A
2. Upgrade webrtc video call from B or A
3. Verify the audio and video packets exchanged between both Peer

What is the expected behavior?
Both audio and video packets should be exchanged between Peers

What went wrong?
Its observed that, audio packets stopped flowing from browser after the video upgrade

Did this work before? N/A 

Chrome version: 51.0.2704.103  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 22.0 r0

Hi,
We observed that this issue only exists in chrome <51 in new version
everything is working fine.
