WebView shows numbers in Farsi even if the system locale is Urdu.

Issue description

Version: 51.0.2704.90
OS: Android NYC Preview Release

What steps will reproduce the problem?
(1) Install attached APK file and launch it (the title is My Application).
(2) Change the locale to Urdu
(3) Change the locale to Arabic

What is the expected output?
The number glyph should be changed as TextView.

What do you see instead?
The number glyph is not changed.

Do you have HTML version of the repro, or just plain text?

IIUC Blink doesn't support Arabic disambiguation nicely yet, if this is hitting it, this should repro on any platforms.

Looks like Chrome on Android works well.
Not sure what is the difference from WebView and Chrome on Android.

Note that, some platform may not have Urdu fonts by default.

Looks like it works well by specifying lang attribute.

If the lang tag is not specified, the expected number presentation should respect system locale, but looks like the number presentation always Farsi even if the system locale is Urdu.

Looks like the system locale is not propagated to the font selector for some reasons.

Somehow it looks like the fix for  issue 609043  didn't work for Android, both Chrome and WebView.
