ctrl + left click on links in PDFs should not focus the opened tab

What steps will reproduce the problem?
(1) Open a PDF with links, e.g. the one in  bug 71754 
(2) Hold down ctrl, left click a link

What is the expected output?

New link should open in a new tab, with the tab displaying the PDF still selected.

What do you see instead?

New link opens in a new tab. The new tab is selected.
