MD Settings - Update Disclaimer

I'd like for our disclaimer to sound less like an apology (Please do [x] before you leave) and more of an invitation. 

Also, please ensure that the cursor doesn't change to "input" when hovering over the "x-to-close" icon.

this UI is not meant past the dev channel (i.e. no stable / beta)

is this what you're thinking of for "user education"?  because having a revert or bug button in front of all users sounds insane to me.

Alan, is it worth improving the visuals of the banner given that it will never be shown past dev channel?
