What steps will reproduce the problem?
(1) Click the "Pay this fee now button"
(2) Enter payment details
(3) Click buy

What is the expected result?

I should be able to pay my $5 fee.

What happens instead?

Error (see attached). I've tried this with multiple credit cards on multiple days and it consistently repros.

Please provide any additional information below. Attach a screenshot if
possible.
