Move apps out of //chrome to //extensions

As part of the appshell project, we need to move all apps out of //chrome/browser into //extensions.

A working list of apps to move is at:

This is the meta-bug. We should file individual bugs for large pieces of work (involving apps APIs tightly coupled with //chrome).
