On Windows, hash of test file is different from other platforms

Reported by shek...@gmail.com, Jul 13 2016

Issue description

While writing testharness tests for a new CSP directive `require-sri-for`, discovered that SHA hash of testharness.js and testharnessreport.js on Windows are different from other platforms (blink-http to blame, likely).

https://codereview.chromium.org/2056183002/ for the context.

Cannot assign myself, please assign to Mike West (mkwst@chromium.org).

Does Windows have CRLF for the line terminator instead of LF?
