Add UMA stat for MD History sidenav

We should have UMA stats to track the usage of the sidenav. Maybe a histogram?

* All history
* Synced Tabs
  -- Signed out
  -- Signed in, no devices to show
  -- Signed in, has devices to show
* Clear Browsing Data

There's already a count for Clear Browsing Data: HistoryPage_InitClearBrowsingData

I'm implementing a History.HistoryView stat that will report whether the user is on the history page, synced devices page, or the sign in promo.

I don't think separating 'devices vs no devices' is super meaningful for the synced devices page. Is there any particular reason you want this?

[MD History] Add UMA stats for switching views and the CBD button.

This CL adds a UMA stat to the MD History page for tracking when the
clear browsing data button is clicked and adds 'History.HistoryView'
which is logs which view of the MD history page is being shown to users.
