Dev tools UI Improvements

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.75 Safari/537.36

Steps to reproduce the problem:
On smaller screen or even otherwise user needs to scroll down past the box model representation to access the filter input to see the desired computed css value. (Chrome dev tools Elements panel:Computed tab > input(filter)

What is the expected behavior?
Move the filter input located (with auto focus) under "Computed" tab (next to styles tab) above the box model representation and when user performs a search for a computed property show that property above the box model representation and possibly hide the box model representation.

What went wrong?
For nerds like me who really wants to understand CSS, quite often I search for the computed properties and seriously it's a pain to scroll down past the box model rep. every-time to do that.

OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 22.0 r0

A direct shortcut to access device mode when dev tools is not loaded/visible. Currently I have to first Ctrl + Shift + I to get dev tools to show and then clik the icon on dev tools or do Ctrl + Shift + M. That's two steps and really a pain too.
