What steps will reproduce the problem?
(1)Launch chrome -> Go to chrome://md-settings page
(2)Now press F12 to open dev tools -> Now go to 'Source' tab -> Hit 'Ctrl+P' to open list of Files 
(3)Now Select any Html File -> Right click and select 'Open Link in New Tab' Option and observe (Please refer Video)

Expected: Blank Page should not be seen on Opening .html files or 'Open Link in New Tab' Option should be  Disabled 
Actual: Instead 'Open Link in New Tab' Option is seen enabled and Blank Page is seen on Opening .html files


This is Non-Regression Issue as chrome://md-settings is introduced from 47.0.2510.0
