Non-Regression : Blink of scroll bars is seen on opening Guest and Incognito Window

Issue description

Version: 52.0.2743.75
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome -> Go to chrome://help page 
(2)Now resize the Window until Horizontal and Vertical scrollbars is seen
(3)Now Maximize the Window -> Open Incognito Window and observe(Please refer Video and Screenshots)

Expected: Navigation should be smooth i.e. Blink of scroll bars should not be seen on opening Guest and Incognito Window
Actual: Instead Blink of scroll bars is seen

Note:
1. Same Issue is seen on Opening Guest Window
2.Issue is not seen on Windows OS

This is Non-Regression Issue seen from M-27.

Able to reproduce the issue on Linux Ubuntu 14.04 using chrome version 52.0.2743.75.Marking it as Untriaged.

Looks like the incognito window originally sets the size of the content to be that of the previous windows. 
Status: Archived (was: Untriaged)
