Chrome doesn't notify when shelf is hidden or restored

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.103 Safari/537.36
Platform: 8172.60.0 (Official Build) stable-channel auron_paine

Steps to reproduce the problem:
1. Create a full screen application
2. Auto hide Chrome shelf 
3. The application content is partially hidden when the shelf is restored 

What is the expected behavior?
There needs to be some api to notify desktop area change to adjust the application window size when desktop area changes

What went wrong?
There is no notification mechanism to notify shelf display status. The application in full screen mode has no way to adjust the content size to utilize the full screen when shelf is hidden or restored.

Chrome version: 51.0.2704.103  Channel: stable

Can repro. Adding that turning off autohide shelf in fullscreen mode causes a little flash of visible background

By fullscreen do you mean a maximized window, a window in immersive mode (where the tabstrip will still be revealed when you hover your mouse cursor at the top of the screen), or HTML5 fullscreen (such as a web video)?

Max, can you clarify repro steps and check if this still reproduces when --ash-md is set to 'experimental' (be sure to check on a recent canary).

Yes, can still repro original issue + mine (sorry I meant maximized)

In latest canary on experimental do the following for my addition:
1. open chrome
2. maximize the window
3. auto hide shelf
4. un-auto hide shelf
5. see flash of the background as the resizing/shelf getting raised happens

I feel I can't repro the issue if I have correct understand of it. And we have many changes of the auto-hide shelf after this. Marked as wont fix first. Feel free to reopen if this is still an issue.
