Failed to load js files when multiple chrome app windows are opened

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 8517.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2773.0 Safari/537.36 Platform: 8517.0.0 (Official Build) canary-channel kip Steps to reproduce the problem: 1. Download window-load-tester.zip, unzip it and load as unpacked extension in chrome book. 2. Enter number of windows (or leave as default 10) and click launch. 3. Observe how many windows completely loaded all files. What is the expected behavior? All child windows should load all the 10 js files. What went wrong? Frequently we observe few windows fail to load all 10 js files. If issue doesn't happen, reload the app and try again. Background: 1) Each child window is launched at random interval (0-2secs) to simulate user launching multiple things. 2) Each child window loads 10 js files. Files used were randomly downloaded from internet and behavior is not specific to these files/sizes. 3) Script.onload/onerror is used to track the success/failure and report to parent window once all are loaded. 4) In failure case script.onload/error/abort is not fired. 5) There is no pattern on which file fails to load or how many windows fail to load. 6) This happens in stable/beta channel as well even though bug is reported from canary.
