We should record accuracy for external estimate provider, specifically, the difference between the RTT provided by the external estimate provider and the observed RTT.

This would be useful in measuring the accuracy of external estimate provider. In longer term, we can use that to control how much weight we give to the observations provided by the external estimate provider.
