Steps to reproduce the problem:
1. Go to chrome://settings/autofill on the new material UI.
2. Under addresses click on Add address
3. 

What is the expected behavior?
If I click on the "add address", I should be able to add a address.

What went wrong?
If clicked on the "add address" there is no response 

Did this work before? Yes It worked on the older settings UI.

OS Version: 10.0

The add "credit card" option seem to work.
