webview crashes on scroll in case screen is zoomed in.

Yet another crash found.

OS: ChromeOS

What steps will reproduce the problem?
(1) Activate ARC OptIn flow.
(2) Press Agree and wait LSO page is loaded.
(3) Zoom in (Ctrl + Shift + '+') to make LSO content scroll-able.
(4) Scroll content up/down multiple times.

What is the expected output?
No crash

What do you see instead?
Web view crashes sometimes (not so frequently).

It is 100% easy reproducible and reason is clear. So far no need extra effort for this.
