moblab trybot runs: Disable VMTest Step

VMTests don't apply to moblab but trybot runs add them anyways, lets disable this for now.

Just need to set the vmtest_override value to [] at the same time the vmtest value is set to [].

This can be done by setting the value directory, or by including "no_vmtest_builder" as a base value for the moblab config.
