Issue description

Remove the "Don't ask again" button for the default browser prompt

The close (X) button should be re-purposed to set the pref that hides the prompt
for a certain amount of time.

Removed the "Don't ask again" button on the default browser prompt

The close (X) button now sets the kDefaultBrowserLastDeclined pref.
