Expected functionality:

1) Add a root page. The root page currently returns HTTP 404. Print out the current version running (like it is done for other apps) and link back to the project.
2) Present information about the current fleet; information about the kind of pools available. Overall size of each fleet.
3) Present information about individual leases: start and end times, state (e.g. pending deletion), etc.
4) Add UI to control each lease and equivalent batched operations. This is necessary in case of hard failure.

(Using component Swarming since this is impacting Swarming and there is no MP component)
