What steps will reproduce the problem?
(1) Open chrome://md-settings
(2) Click to expand a section like 'Customize Fonts' or 'Manage Search Engine'

What is the expected output?
I'd expect the new section to smoothly expand into full view.

What do you see instead?
When opening for the first time, it stays stuck at a small height for a moment, then expands. This doesn't happen once the section has been expanded (I assume it's kept in memory).
