Elements in MD Settings could have more affordance

Version: Version 53.0.2770.0 canary (64-bit)
OS: Mac OS 10.11.5

What steps will reproduce the problem?
(1) Open chrome://md-settings
(2) Hover any of the rows

What is the expected output?
A pointer cursor for all rows and the 'Advanced' expander in the bottom. This is important for usability and accessibility.

What do you see instead?
The cursor only changes to pointer in a few instances, and only in parts of the rows.

Status: WontFix (was: Untriaged)
We'll continue updating the UI to make sure pointer cursors are shown on anything that is clickable.
