Regression: Local video starts at a random number instead of 0:00 |

Issue descriptionVersion: M53 53.0.2785.14 OS: Mac, Linux What steps will reproduce the problem? (1) Open https://webrtc.github.io/samples/src/content/devices/multi/ (2) hover over the getUserMedia local video, and notice the start time What is the expected output? Local video is expected to start from 0:00 What do you see instead? Local video starts at a random number Please use labels and text to provide additional information. 1. This is a regression from M52 2. Bisect info - You are probably looking for a change made after 399294 (known good), but no later than 399314 (first known bad). Actually, I cannot reproduce the bug from current code base. The video starts from 0:00. See the attached picture.
