Chrome browser spell check inconsistent on Mac OSX El Capitan

Issue description

Version: 51.0.2704.103
OS: Mac OSX El Capitan

Enterprise customer is reporting that spell check in gmail on Chrome Browser (Mac OSX El Capitan) is inconsistent (e.g: does not mark misspelled words).

**Chrome Browser on Windows marks the same words as misspelled.**


What steps will reproduce the problem?
(1) On Mac OSX El Capitan, compose a gmail message in chrome browser
(2) Enter misspelled text such as "helloo tthis iii aa ttest"

What is the expected output?
Words are marked misspelled.

What do you see instead?
Only a few of the words are marked as misspelled.

Tests performed:
- Disabled Chrome Browser Spell Check web service: results slightly better.
- Set Gmail compose window > Spell check > recheck/language to English (US): results slightly better.

Hi groby@ - any ideas on what might be going on here? It looks like the OS X spell checker is picking up some misspelled words but missing other obvious ones.

Perhaps related:  Issue 355804 

But I think the expected behaviour can be obtained by right-clicking any red-underlined word and unchecking "Ask Google For Suggestions".

For me, with that checked, a lot of nonsense words are not marked as spelling errors (I've been assuming this is because "Google" thinks they are intentional nonsense rather than actual typos). But maybe this is just a bug and "Ask Google for Suggestions" is broken.

groby: Do we just use the system dictionary for spell check? If so, and this is intentional, then this seems like a WontFix. (And I imagine Safari would have the same problems).

If not, then this would seem like a non-trivial behavior difference between Mac and Windows, and hence a serious bug.

We use the system spellchecker, unless "Ask Google for Suggestions" is on. GMail uses... none of the system services. I'm not sure what exactly their checker uses. 

"Ask Google" does not flag nonsense words as misspelling. Here's the list of possible combinations

AskGoogle flags | System checker flags | Visual
----------------+----------------------+----------------

  F             |        T             | no underline
  T             |        T             | red underline

Essentially, this bug is running into the third case. I'm currently not recalling why we chose that behavior - maybe odean@ still does?
