WebGL 2 Windows failures in shadertexturefunction tests

Issue description

These tests are failing because of two ANGLE bugs with shadow samplers in D3D11.

Please close this if it's been fixed.
This hasn't been fixed. This bug was punted to WebGL 2.0.1.. I'll try to look into it soon if I can.

Geoff can you look at this? It would be nice if we didn't have to punt this off conformance.
There was some discussion with the webgl working group on this but it looks stalled.  Going to make sure it's brought up again.

Argh, sorry about that. I remember this coming up but can't find it in the meeting minutes. Apologies if I missed it somehow. Please do re-raise it with the working group and let's come to a resolution. I think that being the most strict, and requiring failing compilation of these particular built-in functions, is probably the best for the first release of WebGL 2.0.

No problem, I completely forgot too.
