Don't replace three dot with new icon on Windows

Issue description

Version: Canary
OS: Windows

I installed Canary fresh on Windows. I then wanted to go into settings and update some things. I looked and couldn't find the settings menu - I thought we had gotten rid of it. Then I realized it looked like the settings menu had been replaced by an extension icon. And then I clicked it to realize it wasn't an extension icon and instead was a status icon for something needing new permissions. I do not think we should replace the three dots. It really does look like a standard extension icon.
