EC: Consider adding priority levels to features

Issue description

Our EC code continues to grow and it's not uncommon that some boards in ToT fail to build because they have run out of flash space. This ends up with developers removing some features such as help text with console commands, turning on link-time optimizations, removing console commands, etc.

Vadim proposed the idea of having some priority level for features so that lower priority features get excluded automatically at build time if they don't fit.

I think that's a great idea worth pursuing.
 
That just means that we won't know we're running out of space until we're up against the hard limit of features we can't drop.

It also means features may appear and disappear without warning.

It would be worthwhile grouping features into sets, though, so that we can manually turn off a bunch of things at once rather than needing to remember what features are ok to disable.
