Medias load but won't play on rare occasions

Issue description

Steps to reproduce the problem:
This is actually really hard to reproduce, my app uses angular and videos or audios elements are playing in different states. It works most of the time but sometimes the media doesn't play even if it's correctly loaded (metadatas are available)

an attempt to .play() it will fail but I've noticed that a .load() will work.

I don't have this issue on webview < 46 and it's present at least since webview > 49

What is the expected behavior?
Videos and audios should play everytime

What went wrong?
Not sure what goes wrong or even if it's a chromium issue but it looks like it is since I don't have the issue with older android webview versions

Did this work before? Yes webview < 47

Is it a problem with Flash or HTML5? HTML5

Does this work in other browsers? Yes

I saw the occasional problem that playback could not start in WebView and the problem was gone with Spitzer.

Without actual steps to reproduce it's hard to say what to do with this bug.

have you checked the attached logs? do they indicate any issues.

If looks like for some reason all audio tracks are busy and because of that MediaPlayer returns an error:

There is a clear regression range for this right? Might be help to bisect down to a single CL :)
