Regression on memory:chrome:all_processes:reported_by_chrome:effective_size_avg/load_search (Nexus 5)

Note that this regression does not trigger any alert because we haven't added monitoring 
yet.

The regression happens between 402476 & 302747.

The regression was almost certainly due to my patch which changed the order of SH stories (r402494), so I'm marking this as WontFix.
