Push Subscription are not working on android marshmallow

Issue description

Steps to reproduce the problem:
1. On device Lenovo(A7010a48) with Android 6.0.0 and chrome 51.0.2704.81 
2. Subscribing Push Manager is not working
3. Error : Registration failed - push service error
4. But on other device with same chrome update it is working.

What is the expected behavior?
Need the subscription endpoint for sending push notification

What went wrong?
Error : Registration failed - push service error

Did this work before? Yes On desktop

Chrome version: 51.0.2704.106  Channel: stable
OS Version: 6.0
Flash Version: Shockwave Flash 22.0 r0
 
Components: Blink>PushAPI

What did you do to get this error? Is there a certain website you visited? Some JavaScript code you used?

Does this persistently happen, or was it a one-off thing? This means that Google Play Services could not create a GCM subscryption, which would most likely happen when the device is offline.

Do you have `adb` access to your device? It would be very insightful if you could run `adb logcat` when this happens and share the relevant piece of the log with us.
