Issue descriptionChrome Version: 54.0.2794.0 Revision 02e8e6a146a2a17dcd8950b783130d5937ce87dd-refs/heads/master@{#404734} OS: Windows(7,8,10), Mac (10.10.5)(10.11.4), Linux(Ubuntu 14.04 LTS) What steps will reproduce the problem? (1) Launch chrome,open NTP and navigate to chrome://settings (2) Open dev tools,click on 'Toggle device mode' icon and then open source code of page by hitting Ctrl+U (3) Switch back to previous page(i.e.chrome://settings), click on back navigation button then forward navigation button. (4) Observe the chrome://settings page Chrome://settings page doesnot load after step 3 Chrome://settings page should be load. Repro without devtools and viewsource: 1. open about:blank 2. open chrome://settings 3. duplicate chrome://settings tab from tab context menu 4. go back to chrome://settings tab, press back, press forward
