The string of 'Media licenses' check box is not seen in Hindi.

Issue description

Chrome version : 53.0.2785.14 (Official Build) 45a958b687c011d9e28f387ad218ae8878981ecb-refs/branch-heads/2785@{#96} (32/64 bit)
OS : Windows (7,8,8.1,10)

Precondition: Change the browser language to Hindi from chrome://settings.

What steps will reproduce the problem?
1. Launch chrome and go to chrome://settings/clearBrowserData.
2. Observe the 'Media licenses' check box.

Actual : The string of 'Media licenses' check box is not seen in Hindi.
Expected : The string of 'Media licenses' check box should be seen in Hindi.

This is a non-regression issue, seen from M-53 (Build 53.0.2784.0) as the 'Media licenses' string was introduced in this build.

Note : Issue is not seen on Mac and Linux OS.

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on Windows. Changing the status to Untriaged so that the issue could get addressed.
