Exit fullscreen option is not seen after dragging the tab out from fullscreen mode.

Issue description

Chrome Version:54.0.2794.0 (Official Build)02e8e6a146a2a17dcd8950b783130d5937ce87dd-refs/heads/master@{#404734}
OS: Mac OS X(10.10.5, 10.11.4)

Steps:
1. Launch Chrome,open two NTP and click on fullscreen icon from wrench menu.
2. Drag one of the NTP tab outside, right click on page and observe the context menu. 

Actual: Exit fullscreen option is not seen in context after step 2.

Expected: Exit fullscreen option should be seen in context menu after step 2.

This is a non-regression issue seen in M-54, since this is new feature introduce in 54.0.2794.0

Note: This is Mac OS specific issue, not seen on Windows and Linux OS.

Confirmed. The root cause of this issue is that the Mac browser doesn't seem to record whether it is in fullscreen or not correctly.

I just found and filed  Issue 638080  which is probably the same root cause: the exit item is not shown when entering via the green fullscreen button in the Mac UI.

The FullscreenController is not being told when a browser window enters fullscreen in some cases. FullscreenController::ToggleBrowserFullscreenMode() is the method that needs to be called. It's called when the IDC_FULLSCREEN command is issued, but that is apparently not the case when either the green Fullscreen button is clicked, nor when a new window is created via tab dragging while in fullscreen mode.

I think someone from the Mac team should look at this. +karandeepb to reassign.
