Focus border appears around multiple bookmark items in the bookmark bar menu

Issue description

What steps will reproduce the problem?
(1) Create a bookmark folder with one nested folder and one bookmark item (Call it A).
(2) Selected the bookmark folder in the bookmark bar menu, and then hover over the nested folder so the bookmark menu will appear
(3) Move the mouse to hover over A

What is the expected output?
The bookmark menu will disappear and the focus border around the nested folder would disappear before the focus border appears around A

What do you see instead?
The menu is still visible and a focus border appears both around A and the nested folder, before the menu and the border around the nested folder disappears. It doesn't look very responsive because of it

spqchan@, I think I brought up this issue in the recent past. I'm thinking this is the folder menu's solution to the user quickly moving the mouse between items in the menu: when the user does this you don't want to bring up a submenu each time you move to a new item, otherwise you'll get significant lag if you move the mouse back and forth between menu items. Instead, the visible subfolder remains until the mouse has sat still for some amount of time over a new item, and then that new item's submenu is made visible.

I notice that the Mac has a different solution: when you move the mouse to a new item the visible submenu is immediately hidden, but the mouse has to sit still over a menu item for some time before the system displays that item's submenu. We might want to take a similar approach.

I can reproduce this consistently via:

1) click to open a folder from the bookmark bar
2) hover over the first item in the bookmark folder
3) click that first item
3a) while that menu item is 'flashing' and the page is starting to load
3b) move the mouse pointer back over the folder in the bookmark bar

the bookmark folder in the bookmark bar will maintain its highlighted state until it's pressed again and another item is selected. Hovering will not clear the highlight.
