Issue descriptionChrome OS fails to download policy from the DM server specified by the Chrome flags when gaia_login=False. This change is a workaround for that problem. It works by setting gaia_login=True when the user specifies a DM server as the source of policy. It sets gaia_login=False when the fake DM Server is used, by default.
