Use Gaia login when using a real DM Server. Do not use Gaia login when using Fake DM Server.

Issue description

Chrome OS fails to download policy from the DM server specified by the Chrome flags when gaia_login=False. This change is a workaround for that problem. 

It works by setting gaia_login=True when the user specifies a DM server as the source of policy. It sets gaia_login=False when the fake DM Server is used, by default.

Set gaia_login flag based on type of DM Server.

BUG= chromium:627275 
TEST=Run test_that on any policy_* test, with the env= flag to one of
each of the following: prod, cr-auto, dm-test, dm-fake.
