Issue description


What steps will reproduce the problem?
1) Run chromium with --simulate-upgrade

What is the expected output?
Chromium should show UI to upgrade

What do you see instead?
Nothing happens

Never mind, it works. The "low_threshold" update won't show up until after 20 seconds
