The taskbar shows up on top of Youtube full screen video in Chrome

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.103 Safari/537.36 Steps to reproduce the problem: 1. Download the latest Windows Insider build (we found this bug on 14339) 2. Make sure you have a multiple monitor setup with a primary and secondary monitor. 3. Launch Chrome on your primary monitor and start playing a Youtube video 4. Press F11 and go into full screen 5. Click anywhere on your second monitor What is the expected behavior? The youtube video that is launched in full screen on the primary monitor remains in full screen, and the taskbar is hidden. What went wrong? The taskbar shows up over the full screen window. It looks like Chrome might be resizing itself by 1 pixel when it lacks activation, so the taskbar no longer interprets this is a full screen window and shows up again. Did this work before?
