I noticed a bad behavior where a page causes back to show the same page again, or sometimes a fullscreen ad. Elliott looked into this and suspects it's due to a reload() causing duplicate history entries.

To reproduce:
1) Visit the page
2) Wait for it to fully load
3) Press back, you'll still be on the same page, possibly with a fullscreen ad now.

I know we have several efforts around this but wanted to file a concrete example.
