RenderTextHarfBuzz::ShapeRun asks for font fallback for more text than it has

In issue 624905, RenderTextHarfBuzz::ShapeRun was asking for font fallback for one character but was passing in an empty string. Although I fixed the crash in DirectWrite, it would still be good to understand why RenderTextHarfBuzz is doing that.

msw@ - can you help find the right owner for this?

AFAIK, no one is actively working on RenderText; Oshima, do you know who could take this up?
Cem wrote lots of this code as an external contributor and has been busy elsewhere lately.
