Unable to click to "advanced" section by using NVDA in Windows

Issue descriptionfeatures: what does it do? why do we need it? bugs: repro steps (I did X and expected Y but Z happened!) 1. Install Canary on Windows, and NVDA (nonvisual desktop access) screen reader from www.nvda-project.org 2. Launch settings 3. Down arrow until "advanced" is heard and press enter. Expected Result: The advanced section would be expanded, and additional items would populate. Actual result: Nothing happens. The only way to activate this is by utilizing mouse emulation commands in NVDA. All items in settings ought to be keyboard focusable, navigable, and clickable.
