Unable to click to "advanced" section by using NVDA in Windows

Reported by nimerjaber1@gmail.com, Jul 11 2016

Issue description

features: what does it do? why do we need it?

bugs: repro steps (I did X and expected Y but Z happened!)

1. Install Canary on Windows, and NVDA (nonvisual desktop access) screen reader from www.nvda-project.org
2. Launch settings
3. Down arrow until "advanced" is heard and press enter.
Expected Result: The advanced section would be expanded, and additional items would populate.
Actual result: Nothing happens. The only way to activate this is by utilizing mouse emulation commands in NVDA. All items in settings ought to be keyboard focusable, navigable, and clickable.

Making this control into a <button> should fix for screen readers.
Marking this as duplicate.
