Add validation to Edit Address Dialog

Issue description

It would be nice to have address validation when editing/creating addresses. This would prevent saving invalid information. It would also allow for completing fields for which there is only a finite amount of options (ex: states or provinces)

it's possible we could use libaddressinput for native HTML form controls, but unlikely.  this is probably just settings-specific
