Typing multiple letters should select items in a Polymer menu

Project Member Reported by hcarmona@chromium.org, Jul 11 2016

Issue description

1. Create a new address in chrome://md-settings/autofill
2. Click on the Country drop down
3. Begin typing a country name (ex: Uganda)
4. Only the first letter is used to search the list

   Actual:
     u -> United States
     g -> Gabon
   Expected:
     u -> United States
     g -> Uganda

Typing multiple letters should stack.

fyi: i'm working on this here https://github.com/PolymerElements/iron-menu-behavior/pull/80

we can pull the change into chrome locally if really necessary, but so far so good
