Focus is lost when switching country in Address Edit dialog |

Issue description1. Create a new address in chrome://md-settings/autofill 2. Change country 3. Notice focus is lost from country drop down Focus should remain in the drop down because it is the element that was last interacted with.

This is working as expected now. Focus remains with dropdown when changing country. |
