Launcher keyboard navigation

Issue description

In the all apps view of the launcher, you can use the right and left arrows to navigate through apps in a horizontal line, and up and down arrows to navigate in a vertical line. This makes sense for users who can see the grid layout. However, for blind users, it's not intuitive. 

We should make it so that if you are navigating through using the right arrow and you reach the end of one horizontal line of apps, that you then move to the beginning of the next line of apps and continue navigating through until you reach the very last app in the grid. We received feedback from Chromevox users that this is confusing and misleading in its current form.

I would add that down arrow should move to the next column when it reaches the end of a column. Obviously, cursor up and cursor left should behave in a similar manner, but in the opposite direction, unless you are on a right-to-left display where the roles would be reversed.
Have you also thought about making the shortcuts that are assigned to home/end to move to the first/last app respectively?
