Allow for opening new window on other screen

Project Member Reported by dki@google.com, Jul 11 2016

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.60 Safari/537.36

Steps to reproduce the problem:
I would like either or both of:
a) a shortcut key that opens a new window (like ctrl-n) but on the other screen of a dual monitor setup (next screen on >2 monitors?)
b) a modifier like shift/ctrl for clicking links that does the same as shift but on the other screen

What is the expected behavior?

What went wrong?
