Volume slider does not pop up when the user press volume up after max volume or volume down after min volume

This is a regression caused by cras commit b9bf4e351d33213f6bd9896b53bb1ff7fde509c0, which
was added to avoid volume changed event loop. Now the root cause in chrome is fixed, it should be reverted. 


hychao@ has reverted the cl in https://chromium-review.googlesource.com/#/c/359161/

We should verify the fix after it landed.

After hychao@'s commit 305b2e610ce5d023aa8cda7adee571c5da8bcc0b for cras, this is fixed. I have verified. But hychao's fix expose another issue causing volume bar popping up during power on, which I fixed in  crbug.com/625222 .

verified in ChromeOS 8659.0.0/54.0.2813.0 that volume bar does not pop up during power on.
